Reflection Lake Community Association

Board Meeting – October 2, 2018

 

Board members present:  President Glen Mumm, VP Dan Loos, Secretary Vonnie Hutchison, Treasurer Jim Boothby, Charlie Bennett, Jeff Toffer.  Absent:  Gary Long and Richard Miller.

Meeting was called to order at 6:02 pm in the RLCA community room

September minutes approved by Dan, seconded by Charlie.

OFFICERS REPORTS:

Treasurer’s Report-Jim Boothby:  Incorporate handout in minutes.  Include treasurer’s report with minutes.  A separate bank account will be earmarked for the reserve account.

The Association gets paid 12% penalty for property liens.  Attorney receives the money for any liens, plus money for filing, releases and his fee.

Treasurer’s position will always be filled by people with have varied experience.  We need a policy going forward detailing duties.

A letter was reviewed that would go out prior to sending collection letter.  Motion to accept the collection policy, seconded.

Motion to accept treasurer’s report and seconded.

COMMITTEE REPORTS

            Security- Gary Long (absent):  Jeff Childs had a boat motor and battery stolen off his boat.  Watch for unfamiliar people.  Maybe a sticker for autos for verification would be helpful.  Glen says to be sure and call crime check because we can’t police.  Because we don’t have our website being updated we dropped the ball alerting everyone of theft.  We can use Debby to update for now.

Purchased golf cart from Charlie/Sandy Bennett.

Ready to store boats/carts, etc.  Need to figure out where.

            Roads Committee – Glen Mumm:  Elisabeth Syveerson is new member of Roads Committee.  Deer Park paving will be repairing our accesses on our private roads.  Lakes, Front and Sheets roads are all needing major repairs.

            Budget Committee – Jim Boothby:  The reserve study was done by Jim, John Fechner and Steve Hutchison.  Pretty in depth.  See handout.  Current reserve account of $32,000 should be raised to $52,000.  The reserve money can be raised from excess money from the budget every year if there is any.  Jeff wants to know why we don’t just have a line item for the money every year in the budget.

            Lake Conservation – Dan Loos:  Charlie Bennett and Gary Long installed the Turtle Beach sign and stabilized the dock.  A new handrail was installed and spillway caulked by Steve Hutchison.  Trout farm contacted for delivery by Jeff.  A suggestion to contact the Kalispel Tribe’s fish hatchery for a price on fish for next year. Our budget for fish this year is up by $1000 because we won’t need as much money for Association repair work.  Mark Sleizer (new neighbor to our association) asked if people could donate extra money for more fish if they wanted?  We could include a questionnaire in the newsletter for people who want to donate.  We planted 1500 -9 to 11 inch and 360 -11 to 14 inch.  Our total of 1860 fish is down substantially from previous years because our budget has remained constant and the price of fish is up 50%.  I would like to send out a note with the next news letter asking for anyone who would like to donate to the fish fund to send in a check to Jim.

Jeff talked about getting excavator for new nature trail and the work party is set for next year.  Charlie is working with contractor on trees that need to be removed (4 bids).  $1000/each to remove trees on Sheets, includes cleanup.  Wood can be offered for free firewood.

Charlie spoke with Dan Ross on lake conservation.  There is a volunteer lake monitoring book available.  Bass fish control tench and perch population.  Maybe do a fishing derby for perch.

Jeff called county on potholes on Lakeside.

Adam Hayes has a billy goat to pickup pine needles in parks.

            CC&R’s / Bylaws-Dan Loos:  Meeting tomorrow 6:30 at RLCA building covering how to present the review to the Association.  An  attorney has gone through the bylaws and it’s been completed.  Called the print shop for cost of new packages, $300/160 copies.  Could put on website along with paper copy which needs to be available.  Mark Sleizer volunteered to print the bylaws for us for free.  Thanks to our new member.

            Social Committee – Richard Miller: Sandy Bennett wants to be the Board community liaison.  We are one lake assoction with new family members.  Call her with any questions/concerns.  She can handle the welcome pkg or help with it.  Are we having November board meeting with a chili cookoff?

OLD BUSINESS:    Need a new board member since Debby moved.  Jim Boothby also wants to have a replacement.  You don’t have to be a board member to help with treasurer or secretary position.  Franklin Accounting does deal with HOAs.  Writing checks and keeping check book.  Franklin Acctg give reports every 3 months.  $150/qtr.  Jim wants to table Franklin discussion until he gets through Quick Books, Watson and banking.  We could use Quick Books to handle a lot of what treasurer needs to do.

Leased lots tabled until next meeting.

Recording meetings:  Been pros/cons presented.  Copy of the current law included with the minutes.  These meetings could be recorded and then the recording destroyed after transcribed. Dan made a motion to accept the motion for digital recording,  Jim says recording should get deleted after any corrections/deletions at the following meeting.  Seconded.  Motion to approve $100 or less for recorder which would come out of office budget.  Table buying recorder until we can try using cell phone.

NEW BUSINESS:  No board meetings in January and February.  March and April meetings will be at Elk VFW because of the availability to bathrooms.

Newsletter submittal dates for all committees chairs and board officers:  Feb 15 for March / May 15 for June / Aug 15 for Sept / Nov 15 for December / July 10 for annual meeting.

Jim has created a letter to be given to property owners who are not maintaining their properties.  Jeff has reviewed it and approves.

GOOD OF THE ORDER:  Firewood 8:30-9:00 Saturday for Rick Hayes.  Needs bids possibly for snow plowing in case Adam is unable.  Do we plow at 3”?  Areas plowed, driveways?

Thank you Mark and Susan for coming.  New members.  Mark has volunteered to do some printing for us.

Sandy says they have some granite that can be used in the shed for flooring.
