WELCOME PACKET
Welcome to your new home! This is a volunteer – based community. Volunteering your time is the only way the costs of your dues will stay at the low cost that they are. Let us know how you can help your community. There are several committees that you can sign up for. Get to know your neighbors and make your new home safe and beautiful.

COMMUNITY INFORMATION

● There are two bulletin information boards – one on the Community Center and one at the corner of Lakeside Drive and Sheets Road. Check these out to find out what is happening around the lake and to post personal information as well.
● Elk/Deer Park/Chattaroy neighbors helping neighbors on Facebook. This is kind of a neighborhood watch site, local information, advice and local happenings.
● Elk Homemakers – meet at Country Church of the Open Bible first Wednesday monthly. Service organization and free lunch and helpful knowledge. Anyone is welcome.

Reflection Water Association (RWA) – This board provides the water for the east side of the lake. If you do live on the east side
of the lake, please be sure to fill out the water survey the state requires of all private water associations. See RLCA Facebook for
important water updates. The west side is on private wells.

VOLUNTEER COMMITTEES
● Conservation, Maintenance and Dams Committee (CMD): Maintenance around the lake, dams, docks, etc.
● Firewise Committee: Helping the community to be safer from spreading fires.
● Security Committee: Helping our community be safe and aware.
● Community Action Committee (CAC): Planning activities and welcoming people to our community and newsletters.
● Roads Committee: Getting our roads to be smooth and pothole free, ditches and culverts clear and eventually replacing the east side roads.
● Bylaws and Covenant Committee: Working on new and easier to understand bylaws and policies.

IMPORTANT DATES
● Board Meetings – First Tuesday of every month at 6:00 pm at the Community Center, 37708 N Sheets Road. We do not meet in December or January. If there is too much snow we may meet at the ELK VFW. Please come and find out how the lake is run and share your opinions.
● RLCA Clean-Up Day – Early May at the Community Center. This is a fun event where we lend a hand and do some clean-up around the lake and have a RLCA picnic/potluck afterwards. Date to be determined in the spring. This is an important event and the more participation the better off our lake will be. This is also a Firewise event.
● Milan-Elk Road Clean-up in the spring and the fall. Watch for announcement of dates.
● Annual RLCA meeting in July. This is a fun event where we elect our board members and have an annual sponsored picnic/potluck with all of our neighbors.
● Elk Days at Elk Park in June.
● Annual RLCA garage sale in the community during Elk Days. Raise money for our lake.
● Quarterly newsletters from the RLCA Board – make sure we have your correct email and address.
● Fish introduced into lake in early spring. It’s really fun to watch!

HISTORY OF THE LAKE
In 1955, Reflection Lake and the fish hatchery were created. A fishing club was established called the Pelican Club, which apparently wasn’t successful. Bing Crosby was a member of the Pelican Club briefly. The first Association meeting was July 18, 1962. The development of the community became the responsibility of the Reflection Lake Association, which was composed of a few lot owners and 13 covenants. In the early days of the community, it was one work party after another to improve the dams, roads, fish hatchery, access lots and create a community. In 1967, the east side of the lake was platted into 92 lots. The lake was created with volunteerism and has been run with volunteerism ever since its creation. Please read the 50-year history book for more about our little slice of paradise.

FIREWISE
Reflection Lake is a Firewise U.S.A. Site. This is a nationally recognized program and we are a nationally recognized site. It is a participation program that educates a household on how to increase the chances that your home and/or land will survive a wildfire. Obviously, this is important knowledge because of our location. It can take as little as one hour of your time to help your community and/or home minimize fire damage. This could mean raking pine needles out of your ditch, cleaning your gutters by the Fourth of July, fire thinning the trees on your lots, and anything else you can do to create defensible space around your home.

LAKE RULES AND INFORMATION
● Keep your pets under control and pick up their messes!!! ● There is an Automated External Defibrillator (AED) in the community, paid for by donations.
● Please respect our speed limits.
● Please put lot and block number on all boats at the community beaches.
● Respect the wet lands and springs in the green belt.
● Please keep natural foliage/rock/sand at lakeside. Please do not fertilize your lawn next to the lake. The phosphates enhance the possibilities of an algae bloom in the lake.
● One guest pass per lot. The guest must have the pass or be with the property owner.
● Fishing rules:
● If you choose to “catch and release,” please practice it responsibly.
● No live fish may be used as bait.
● If using bait, you must keep all fish caught up to the limit.
● Limit: 3 trout per lot per day (not per person)
● Catch and release bass. Bass are needed to control the perch.
● There is no limit on perch.
● Remove trash, fish guts, and personal items.
● No license required for homeowners and guests.
● Open fishing all year round except for the two weeks following the intro auction of fish into the lake
● Fish at your own risk, especially on ice.
● Quiet time after 10:00 p.m.
● Property Rental. If your property is rented out, please follow the guidelines in place. See the board for such guidelines.
● Please refrain from throwing rocks off of the dame. We have to pay for those!
● There are four community parks and beaches – pack it in and pack it out.
● There are nature trails under development through the green belt. Please keep this area beautiful.
● Find our covenants and bylaws on our RLCA website.
● Gate keys/guest passes are provided by the secretary or Vice-President, once dues are paid.

EVACUATION ROUTES IN CASE OF EMERGENCY
The South Dam is an evacuation route in case of an emergency at the lake. All board directors and near residents have
combination to open the gate in the event of such emergency. No vehicles are permitted on the dam unless previously authorized,
except in case of an emergency.
