2024-04-02 Letter From The RLCA President

A great deal was accomplished in the first half of our meeting.
We now have a Roads Committee Leader Mr. Keith Cox with a
plan and volunteers to deal with the east side roads and satisfies
the mediation agreement. An Election Committee lead by Diana
Kenworthy is now up and running to guide us through the July
election season and any ballot measures that may be ready for
voting on July 27th, the date selected to hold the 2024 annual
members meeting.
Mr. Loos and The Conservation Maintenance & Dams Committee
reported on half a dozen active projects for this season and reports
The new catch limit for trout is 3 trout per day per lot owned. Diana
Kenworthy has taken on the task of producing the April Newsletter,
If you have a submission, please get it in quickly. Mr. Toffer leads our
Firewise efforts and report a short delay in our pursuit of a Dry Hydrant
to be installed at the south end of the lake. The Bylaws Committee, led
by Mr. Zoesch and Mr. Freas will call a meeting in the near future; they
have a big job ahead.
The second half was a long discussion on the legal challenges presented
to us in the last half of March. Our VP Mr. Long was unable to attend due
 to a family emergency. Mr. Zoesch had to leave due to a medical episode
and was escorted out by Mr. Bishop. Leaving a 5-director quorum to vote on
hiring council. Ms. Bennett recused herself, Mr. Parker opted for a wait and
see position, Mr. Kenworthy was against hiring council, Mr. Boothby and one
other was for hiring council. I may be wrong but I was taught that an abstention
by one member would have still allowed a vote. Never the less, the votes were
not there to allow council to be hired.
The Bylaws are clear that we have a duty to defend the association against
legal challenges. The Covenants and Bylaws are clear that all Directors are
Indemnified, one director waxed on that the innocent don’t need council.
Maybe I have read to many books or seen to many movies, but those who
step into a hearing or courtroom without council do not fare well.
Two directors presented a plan with a sales pitch to hire a Lake Manager and
all of this legal hassle will go away and it is endorsed by Mr. Lee. Of course, the
one director believed she could vote on a Lake Manager this night. I would not
entertain the vote saying the was a decision for the membership since it would
involve a large increase in dues and presented a lot of unanswered questions.
The number of actual members residing at the lake has doubled and growing
pains are obvious. The lack of interest in self-governance is becoming obvious.
I have always been cautious spending (OPM) other people’s money. This current
board seems to be conflicted in their duties, a wise man knows when to step away,
This seems to be the right time. Devine providence has gotten me through many
situations in life. I do apologize for failing to get the Lee lawsuit over with, without
board support forward progress stopped.
Mr. Long will make an excellent RLCA President, please give him your support. This
is my formal resignation as President and from my position on the Board of Directors
as of 4/5/2024.
